Bill summary
Based on the official bill text (First reading, May 28, 2025) — Parliament of Canada (LEGISinfo/DocumentViewer)
Purpose and status
- Bill S-204, at second reading, would require the Minister of Health to develop a national framework on heart failure. It aims to improve access to prevention, diagnosis, management and evaluation, improve health outcomes and reduce health-system burdens.
Framework
- The framework would have to include measures addressing early detection and equitable diagnosis; patient and caregiver education and support, including mental health resources; recommended medical therapies and multidisciplinary care; remote monitoring and virtual visits; and disparities, particularly in rural, remote and underserved communities.
- It would also have to address research and performance reporting gaps, build health-data infrastructure—including a national heart failure registry and improvements to the Canadian Community Health Survey—and define system-level performance indicators, including patient-reported quality of life and functional status.
- The Minister would have to consult provincial representatives, Indigenous governing bodies, health professionals, researchers, patients, caregivers, advocacy groups, associations and other relevant stakeholders.
- At least one conference with those consulted would be required within 12 months after the Act comes into force.
Reports and deadlines
- Within 18 months after the Act comes into force, the Minister would have to prepare a report setting out the framework. It must be tabled in each House of Parliament within the first 15 sitting days after completion and published on the Department of Health website within 10 days after tabling.
- Within five years after the framework report is tabled, the Minister would have to prepare an effectiveness report, including the current state of diagnosis and treatment and conclusions and recommendations. It too must be tabled in each House within the first 15 sitting days after completion.
Effects and costs
- The bill principally places duties on the federal Health Minister. It concerns people with heart failure and their caregivers, as well as health professionals, researchers, Indigenous governing bodies, provinces and other stakeholders involved in consultation.
- The provided text does not specify funding or amend an existing statute. Its preamble says investments could save the health system hundreds of millions of dollars annually, but the bill does not provide a cost estimate or appropriation.
