Status and scope
- Bill C-273 was at first reading on April 14, 2026. It would amend five federal Acts affecting feeds, fertilizers and supplements, seed varieties, pest control products and veterinary drugs.
- For the first four Acts, a âtrusted jurisdictionâ would be a foreign state or subdivision designated by regulation. The bill does not itself designate any.
Feeds, fertilizers and supplements
- If a feed, fertilizer or supplement is approved for manufacture, sale or import in at least two trusted jurisdictions, the Minister would have to grant provisional approval or registration within 90 days of a complete application, unless it is found non-compliant with the applicable Act or regulations during that period.
- After evaluation, the Minister would have to grant final approval or registration if the product complies with the Act and regulations.
- Regulations could address provisional and final approvals or registrations, their duration and cancellation, and reliance on evidence from trusted jurisdictions. The amended fee provisions refer to fees for final registration.
- Feeds or fertilizers containing a pest control product could be deemed registered under the Pest Control Products Act in prescribed circumstances and subject to prescribed conditions; the amendments extend this provision to provisional registrations.
Seeds
- A seed variety approved for sale in at least two trusted jurisdictions would have to be provisionally registered within 90 days of a complete application, unless the Registrar determines within that time that prescribed requirements are not met.
- After evaluation, the Registrar would have to grant final registration if the prescribed requirements are met. The Registrar is designated by the president of the Canadian Food Inspection Agency.
- Regulations could address provisional and final registration and reliance on information from trusted jurisdictions.
Pest control products
- Applicants could seek provisional registration for a product approved for use in at least two trusted jurisdictions, using available information from those jurisdictionsâ reviews or evaluations.
- If the Minister does not determine within 90 days of a complete application that the productâs health or environmental risks or value are unacceptable, the Minister must provisionally register it.
- The Minister must set registration conditions and assign a registration number. Conditions must include providing product safety information, including a material safety data sheet, to workplaces where the product is used or manufactured.
- Provisional registration would remain valid until registration under section 8 or withdrawal or denial of the application. The bill also changes references in consultation provisions to specify registration or amendment under section 8.
Veterinary drugs
- The Food and Drugs Act already permits certain deeming orders for therapeutic products and food. The bill would add veterinary drugs: subject to existing conditions and regulations, the Minister could deem specified requirements met based on a foreign regulatorâs decision, information or documents.
