What the Act does

  • Authorizes up to $8.58 billion from the Consolidated Revenue Fund for federal public administration expenses in the fiscal year ending March 31, 2026, based on Supplementary Estimates (A).
  • Money for each scheduled item may be spent only for its specified purposes and subject to its terms and conditions.
  • The scheduled items are deemed effective April 1, 2025. The Act received royal assent on June 26, 2025.

Funding and who it affects

  • Communications Security Establishment: $370.1 million for program expenditures. It may spend eligible revenues received during the fiscal year to offset that year’s expenditures, including revenues from internal support services.
  • Department of National Defence: $8.21 billion, comprising:
    • $3.97 billion for operating expenditures;
    • $804.6 million for capital expenditures; and
    • $3.44 billion for grants and contributions, including certain defence equipment, services, supplies and facilities.

Notable authorities and accounting

  • National Defence is authorized, subject to Treasury Board allotment, to make total commitments of $86.76 billion across its operating, capital, and grants and contributions votes, regardless of when payments come due. An estimated $52.95 billion would come due in future years.
  • National Defence may make recoverable expenditures or advances for materials or services provided to specified recipients, including other governments, organizations and individuals. It may also spend eligible revenues to offset related expenditures.
  • The operating vote permits payments relating to pension, insurance and social security arrangements for employees locally engaged outside Canada, as well as specified ministerial salaries.
  • Appropriations referred to in the schedule may be charged after the fiscal year ends, but before its Public Accounts are tabled, to make accounting adjustments that do not require payments from the Consolidated Revenue Fund.
